On November 8, 2019, the South Carolina Office of Regulatory Staff (ORS) filed an expedited petition with the Public Service Commission of South Carolina (PSC) in Docket No. 2009-200-C for an order authorizing it to suspend and hold Universal Service Fund (USF) disbursements to Frontier Communications of the Carolinas, LLC, pending the outcome of an audit to determine whether Frontier has used USF disbursements it has received to date appropriately.
The request follows an incident resulting in an outage of 24 days in the St. Luke community of Georgetown County. Company actions during this event raised concerns whether Frontier has been utilizing the approximately $6 million in USF disbursements per year for the programs for which the funds were intended, to include investing in and maintaining its South Carolina network to provide basic telephone service.
