The ORS represents the public interest of South Carolina in utility regulation for the major utility industries -- electric, natural gas, telecommunications, water/wastewater, and transportation -- before the PSC, the court system, the South Carolina General Assembly, and federal regulatory bodies.
Electric distribution cooperatives are primarily self-governing utility companies. As such, there is limited jurisdiction by the PSC or the ORS. This limited jurisdiction principally encompasses service territory issues. Visit the Electric Cooperatives of South Carolina website.
Municipal utilities are principally self-governing bodies that do not come under the jurisdiction of the PSC or the ORS except in limited circumstances involving territorial service rights issues. Contact the Municipal Association of South Carolina for more information about municipal utilities.
